The Director of Engineering and Development is responsible for managing and leading the daily activities required for the planning and implementation capital improvement programs and real estate development initiatives for the CRAA. Provides oversight and direction to consultants and contractors and assist existing and potential tenants in improvement and development of facilities and land under the control of the Airport Authority.
•Develops and implements the master development plans of both airports. Directs and guides the implementation of the integrated airport strategic land use plan, airport zoning plans, and airspace analyses.
•Provides leadership, direction, coordination, administration, control, planning, and implementation of the capital improvement program for the Capital Region International Airport (LAN) and Mason Jewett Field (TEW).
•Administers and manages all aspects of consultant and construction contracts. Prepares competitive solicitation documents, conducts evaluation of qualifications, proposals and bids. Makes recommendations for contract awards
EDUCATION & EXPERIENCE
Bachelor’s Degree in Civil Engineering or Architecture or a closely related field from an accredited university; AND five (5) years of experience in managing planning, design, or construction of capital improvement projects for airports, or universities, or hospitals.
CERTIFICATES & LICENSES
Current Licensed Professional Engineer (P.E.) in the State of Michigan; AND possess a valid Michigan driver's license and a safe, acceptable driving record. Note: If current driver's license is issued in another state, a Michigan driver's license must be obtained within four (4) months of job start date.
Must meet Airfield Safety Certification requirements, as required under FAR Part 139. Initial Airfield Familiarization and Safety Training must be successfully completed within four (4) months of placement in this position, if not previously certified. Airfield Certification (including annual training and testing) is a condition of employment.
To perform this job successfully, an individual should have knowledge of word processing and spreadsheet software such as those found in the Microsoft Office Suite; must be knowledgeable of design software such as AutoCAD.
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format.
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis.
Master’s Degree in Engineering or Architecture from an accredited university.
At least one (1) year experience in Quality Improvement Programs utilizing models similar to Lean Six Sigma or Six Sigma.
CERTIFICATES & LICENSES
Current certification as a Project Management Professional (PMP) from the Project Management Institute or another industry equivalent.
