Under the direct supervision of the Airport Project Manager provide a range of technical and policy planning support for airport capital projects and operational plans. Responsibilities include administration of activities associated with construction projects undertaken by the Airport Authority including federal and state funded projects; provides coordination of airport maintenance and operations activities in association with on-going projects at the Airport. Performs related duties as assigned. Ensure appropriate documentation of airport plans, consistent with Federal Aviation Administration (FAA) regulatory and guidance requirements; provide overall coordination of capital projects, grant applications, tenant/stakeholder construction liaison.

ESSENTIAL JOB FUNCTIONS: Develop and maintain documents necessary and in accordance with FAA grant assurances Develop and maintain operation documents in accordance with FAA Part 139 and associated Advisory Circulars in coordination with the Operation's Manager. Prepare and maintain the Airport Layout Plan (ALP). Conduct core planning and technical work for airfield and airspace planning and capacity analysis to support Airfield Operations. This includes coordination, interaction, and potential conflict resolution with stakeholders. This also includes managing planning studies/contracts to final production of recommendations and deliverables. Draft policy and technical recommendations based on knowledge of FAA, stakeholder interests (airline, tenants), and aviation industry practices for consideration. Assist in procurement of professional services for the Airport, including: identifying required services; writing advertisements; writing RFQs & RFPs; contacting candidates; participating in proposal, bid review and selection process Develop project plans, specifications, and cost estimates. Review consultant project plans to determine compliance with project specifications; and coordinating all phases of design with public and private agencies. Establish and track contract work schedules and budgets. Contract administration for professional services, review that contract requirements are satisfied; review work projects, request necessary improvements, resolve contractual conflicts, and review invoices. Conduct site visits, manage and inspect construction and repair projects to assure conformance to plans and specifications. Work as the Airport's primary point of contact for selected capital projects. Coordinate with other departments on project implementation and schedule. Maintain and update the Airport's Capital Improvement Program (CIP). Coordinate with stakeholders, and governmental agencies on the development and implementation of the CIP. Coordinate, write, and review grant applications for the Airport. Prepare and conduct presentations to a variety of audiences regarding Airport projects. Coordinates and implements special project initiatives. Perform all other duties as assigned.
JOB QUALIFICATION REQUIREMENTS:
Mandatory Requirements: Bachelor's degree in Aviation Management, Engineering, Architecture, Construction Management, or other related fields.
Special Requirements/Licenses: Possession of, or required to obtain a valid Colorado drivers license within 30 days of hire. Must have a safe driving record. AAAE Certified Member Certification is highly desirable. Experience with Computer Aided Drafting is highly desirable
SUPERVISION RECEIVED: Work is performed often without direct supervision after assignment of duties.
SUPERVISORY RESPONSIBILITIES: This position is a supervisory position. Employee will give direction, guidance and training in operational procedures.

While performing the duties of this job, the employee occasionally works near moving mechanical parts, in high and precarious places and frequently exposed to outside weather conditions, fumes or airborne particles, toxic or caustic chemicals, and vibration.
The noise level in the work environment is usually moderate, except during certain maintenance duties when noise levels may be loud.
Employees in this position are required to work in areas or around equipment which may meet or exceed the OSHA Hearing Conservation sound level.
This position may require shift work, weekends, and holidays.
