This position is primarily responsible for inspecting, coordinating, directing, and performing all the duties and functions in the aviation department which relate to airport operations. Under the direction of the Assistant Airport Manager, performs professional work to ensure compliance with all Federal Aviation Administration (FAA), State of Indiana, and all city and county laws, rules and regulations pertaining to the management and direction of the Columbus Municipal Airport’s Mission.
Conducts daily inspections of airfield, including paved and non-paved areas, for compliance with federal, state and local rules and regulations regarding safety and security; maintains log of daily inspection reports; advises the Maintenance Manager, Assistant Airport Manager, and/or Airport Director of conditions and/or situations.
Assures departmental compliance with all FAA and state laws and regulations; modifies airport programs to comply with new regulations and Advisory Circulars; recommends and updates changes to the Airport Certification Manual.
Conducts walk-through inspections of terminal facilities and notifies the Maintenance Manager of any issues that may need repair.
The incumbent is subject to twenty-four hour call-ins for situations needing immediate attention.
Work involves the use of independent judgment within established guidelines and is reviewed through written reports and evaluations.
Advises the FAA Air Traffic Control Tower personnel and Pilots when adverse conditions exist through the issuing and canceling of NOTAMs.
Develops airport ordinances and procedures for implementing newly required FAA or other federal and state laws or regulations regarding airports.
Ensures all airport personnel are in compliance with FAA and state regulations and receives the proper training to remain in compliance with these laws; conducts airfield safety operation training.
Advises and performs pavement maintenance and care; patches holes, seals cracks, paints surface markings.
Conducts snow removal from airside and landside areas of the airport as a member of the Snow Removal Team using light- and heavy-duty motorized and manual equipment.
Provides input to Assistant Airport Manager regarding staffing, and special projects as may be necessary to maintain an efficient, safe and customer friendly airport.
Proactively inspects and patrols all airport facilities, grounds and properties to ensure regulatory compliance with FAR Part 139, Airport Certification Manual, FAR Part 77, Storm Water Management Plan, Wildlife Hazard Management Plan, Noise Abatement and other codes, procedures, regulations and policies as may be relevant or enacted from time to time. Takes action as necessary.
Performs other duties as requested.
May supervise part-time employees and interns as assigned.
Assist the Airport Director with any projects, proposals, inspections, specifications, regulatory enforcement, lease writing and editing, operational duties, etc.
Provides assistance and support to Airport Maintenance Manager with development of maintenance plans, project lists, requests for proposals, request for qualifications, procurement of goods and services, and day-to-day operations.
Assist the Office Manager with any day-to-day duties as assigned.
Performs other related duties as assigned.
Impact/Scope of Authority:
Provide the Columbus Municipal Airport in complying with all FAA Regulatory Standards, in particular Part 139 Regulations and Advisory Circulars needed to maintain their Part 139 Airport Operating Certificate.
Assist the Office and Maintenance Management in all day-to-day operations of the Airport as well as maintenance and upkeep.

Required knowledge and skills:
Excellent customer service as well as written and verbal communication skills.
Knowledge of Federal Aviation Administration, state, and local laws and regulations.
Ability to maintain procedures to operate a vehicle on Air Traffic Controlled and Non-controlled Movement and Safety Areas and maintain proper airport communications.
Follow and maintain the Airport Certification Manual up to current regulations and follow current advisory circulars to properly update the ACM.
Ability to maintain and track all proper documentation for Airport Condition Reporting.
Ability to handle and store hazardous materials and oversee fueling operations and inspections.
Wildlife Hazard Management such as tracking and dispersals as well as maintaining Federal and State Depredation Permits.
Assist with oversight of ARFF paperwork and duties.
Accuracy and attention to detail with Airport paperwork and projects.
Follow the Airport Snow and Ice Control Plan and ability to operate heavy equipment to include snow plows, front-end loaders, runway brooms, snow blowers, tractors.
Maintain and follow the Airport Emergency Plan when necessary.
Operating and maintaining all assigned equipment and devices.

Work environment rarely involves exposure to high, precarious places, toxic or caustic chemicals, risk of electrical shock and vibration.
The employee’s working conditions are typically moderately loud and occasionally very loud.
