As a General Business Specialist, you will work with contracts and leases for various concessions and tenant services at either Ronald Reagan Washington National Airport (DCA) or Washington Dulles International Airport (IAD). Performs general business functions related to concession contracts and tenant leases involving a variety of business operations, including airline facilities, food and beverage, retail, baggage carts, foreign currency and banking, public parking, rental car, taxicab, and other ground transportation, and the lease of Airport land for other development. Performs related functions. •Drafts solicitation documents, such as Requests for Proposals (RFPs), Invitations for Bid (IFBs), and Requests for Qualifications (RFQs). •Participates in the competitive solicitation process for concessions. •Negotiates or participates in the negotiation of terms and conditions for contracts and lease agreements with prospective concessionaires and tenants. •Administers concession and lease contracts.
A bachelor’s degree in any field, or an equivalent combination of education and experience that totals four years.
A fully equivalent combination of education and training beyond what is needed to satisfy the education requirement may be used to substitute for up to two of the five years of experience. For example, a master’s degree may substitute for two years of experience.
Five years of progressively responsible experience in all aspects of managing contracts and leases.
Knowledge of and ability to apply general business principles and practices in managing contracts.
Knowledge of and skill in preparation of contract and lease agreements.
Knowledge of and ability to prepare financial forecasts and analyze financial trends.
Ability to review site and design plans to ensure operational effectiveness and customer service impacts.
Ability to make detailed analyses of data and information.
Skill in using a computer and office suite software, with emphasis on database and spreadsheet software.
The Metropolitan Washington Airports Authority operates a two-airport system that provides domestic and international air service for the mid-Atlantic region. The organization consists of more than 1,600 employees in a structure that includes central administration, airports management and operations, and police and fire departments.
The Airports Authority is not taxpayer-funded but is self-su...pporting, using aircraft landing fees, rents and revenues from concessions to fund operating expenses at both Airports. The Dulles Development Program is funded by bonds issued by the Authority, Federal and State Airport Improvement Program funds, and Passenger Facility Charges.
The Airports Authority is also responsible for the operation and maintenance of the Dulles Toll Road, and the construction and funding of the Dulles Corridor Metrorail Project. All revenues collected from the Dulles Toll Road are used to maintain the road, make improvements to the Dulles Corridor and help fund the Dulles Rail project. No Dulles Toll Road revenues are used to fund activities at either Reagan National or Dulles International.
Dulles Rail is a 23-mile extension of the Metrorail system to Dulles International Airport and beyond to Loudoun County. Construction is underway on Phase 1 of the project from the existing East Falls Church Metro station to Wiehle Avenue in Reston with four stops in the Tysons Corner area. Phase 2 will continue the line along the median of the Dulles Access Road through Reston and Herndon to the Main Terminal at Dulles International, and finally, to Route 772 in Loudoun County.
