This position develops, manages, oversees, and exercises control over the Airport’s IT Department, network infrastructure, firewalls and security issues, computer systems, cabling plant, and telecommunications operational activities including providing technical services, administration, documentation, and procurement.It provides strategic planning for the department including fostering innovation, planning projects, project design & management, and organizing the allocation of resources. In addition, the department handles the deployment, monitoring, maintenance, upgrade, and support of all IT systems including, but not limited to, email (Outlook), backups, disaster control, access control, airline shared-use passenger processing systems, FIDS (flight information data systems), telephones, fire alarms, crash phones, cell lot arrivals board, radio systems, common/shared use technologies, wireless capabilities campus-wide, paging, virtualized servers & desktops, SANs, switches, routers, CISCO network infrastructure, PCs, operating systems, hardware, software, and peripheral equipment.
The department oversees the planning, development, implementation, training, and coordination of information systems and related electronic data activities including databases, business applications, web development, virus protection, desktop management utilities, and electronic mail.
The position develops policies and procedures to ensure security of computer networks, dependability of backup and recovery systems, and the protection of assets. This positions ensures staff, tenant, and customer support on all IT systems on a 24 hr x 7 days/wk x 365 days/year basis recognizing that the Airport operates on a non-stop basis and that IT is an integral part of that operation.
Responsibilities (Essential Functions) •General responsibilities of the position include, but are not limited, to the following tasks: •Provides strategic oversight and direction for IT operations as it relates to communication networks (voice and data), core infrastructure and platforms, business continuity, as well as all related project management, implementation, support, training, and usability services; •Initiates projects and oversees the development of project plans and project work designed to implement new technology and enhance existing systems.Plans, takes necessary actions to initiate, oversee, and manage relevant capital projects. •Manages financial aspects of the IT Department including capital planning, purchasing, budgeting, and budget review. •Manages IT staffing including recruitment (where approved), supervision, scheduling, development, evaluation, and disciplinary actions. •Develops configuration and performance standards for the network; and implements and monitors controls to ensure they are maintained. •Maintains multiple-user flight information display system (MUFIDS), baggage information display systems (BIDS), gate information displays (GIDS), and Shared Use Systems. •Develops and implements disaster recovery plans to ensure business continuity. •Initiates, negotiates (if necessary), manages, administers and evaluates vendors, outsource, and consultant contracts and service agreements. Takes necessary, timely and effective action to ensure work of outside entities is timely, in conformance with contract documents and within required budget. •Works on multiple projects and tasks both individually and in a project team environment. Monitors network functionality and security with appropriate audits, reviews, data analysis and testing. •Confers with other managers, directors, and various vendors to evaluate hardware, software, and telecommunications equipment. •Install, upgrade, monitor, and troubleshoot issues with client computers (desktops, laptops), phone systems, mobile devices, other telecommunication devices, VoIP, wireless systems and other systems as required. •Oversees the monitoring and maintaining of network access, security devices and wireless access. •Provides Tier 2 support for users, tenants, and approved visitors when necessary. •Manages PCI-DSS program for Airport-owned credit card processing systems. •Administers user account/services such as Active Directory/Exchange accounts, VOIP services, Microsoft Office suite, internet access, and security permissions. •Installs, tests and maintains software patches and upgrades. •Oversees the maintenance of the Storage Area Network. •Maintains an inventory of equipment and parts as well as documentation of vendor activities. Interfaces with outsourced IT, phone, and networking vendors as required. •Maintains and protects all enterprise information, with special emphasis on information deemed to be confidential. •Ensures computer networks, servers, databases, and files are secure from unauthorized use and data is backed up and recoverable. •Coordinates with all Airport District departments to develop new programs and initiatives, and assists in marketing and public relations activities related to the continued growth of the Airport District, •Required to work in shifts as deemed necessary by supervisor. •Responsible for any and all other duties as may be assigned from time to time by supervisor.
4 year degree from an accredited college or university, preferably in a Computer Science, data processing/information systems or related field.
Experience Requirements •Seven (7) years or more of progressively responsible experience as an IT Director/Manager, certified network engineer, and/or systems engineer. Certifications may be used for partial substitution of education or experience requirements at the discretion of management. •Possesses an excellent knowledge of and diagnostic abilities with common hardware, software, and networking technologies associated with Microsoft Windows, Cisco, and VMware environments. •This individual must have proven experience and skills specializing in the configuration and maintenance of Microsoft Windows Active Directory, DHCP, and DNS. Applicant will possess knowledge of VMware ESXi and basic configuration skills of Cisco layer 2 and 3 switches. •Familiar with SANs (Storage Area Networks), server documentation and maintenance of backups, errors and security procedures. •Familiar with common physical data cabling, specifically Twisted Pair, Single and Multi-mode Fiber. •Ability to independently analyze and solve routine computer related problems. Ability to read, interpret, and apply a variety of informational documentation, directions, instructions, methods and procedures, such as technical manuals, software manuals, wiring diagrams, blueprints, product documentation and related materials.
Certification Preferences •MCP (Microsoft Certified Professional) •MCITP/MCSE •CCNA or higher •VCP (VMware Certified Professional) •Additional IT certification(s) that distinguishes skill set on network security, VoIP, and/or VMware.

Valid South Carolina Driver’s License.
Working Conditions •Physical Demands – At times, exposed to heat, cold, rain and snow in a noisy environment. Must possess the ability to perform strenuous physical activities such as lifting up to 50 lbs. •Attentiveness to work procedure will reduce potential risk of injury in work areas. •Must be able to work a on-demand schedule, weekends, night shifts, holidays, and “on call” as needs arise. The Airport operates on a 24 x 7 x 365 basis.
Must be able to complete and pass a background investigation and drug screening as required by the Federal Government and aviation-related authorities.
