The Allegheny County Airport Authority (PIT) is seeking a Business Diversity & Outreach Manager. - Under the limited supervision of the Vice President of Business Development, the Business Diversity & Outreach Manager develops and administers the airport‘s Disadvantaged Business Enterprise (DBE) program and policy, assists certified firms in obtaining access to airport business, and assists and evaluates firms seeking certification. The Business Diversity & Outreach Manager is responsible for administering the Disadvantaged Business Enterprise Program, monitoring airport compliance with all local state and Federal Regulations including the FAA Office of Civil Rights, including Title VI of the Civil Rights Act of 1964, the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act, the Air Carrier Access Act, Environmental Justice, and Limited English Proficiency (LEP). The following requirements list the minimum education/training/ experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted:
Bachelor’s degree in public administration or a related field from an accredited college or university;
Five years related experience in the functions of this position;
Specific experience in the analysis and interpretation of legal documents, including leases, licenses, and contracts;
Experience in contracting procedures;
Juris Doctor preferred;
Possess or obtain prior to employment a valid Pennsylvania Class C driver’s license. Note: license must be maintained throughout employment.
KNOWLEDGE, SKILLS & ABILITIES (KSA):
Able to interpret and apply related laws and regulations, including those required to perform the job responsibilities;
Organizational skills, and the ability to function effectively in a fast-paced environment;
Working knowledge of local, state and federal government procedures as they pertain to diversity, ADA compliance, and EEOC laws and practices;
Proficient in Microsoft Office software including Word, Excel, and PowerPoint;
Able to procure and manage consultants and contractors.
