An employee of this class conducts internal financial and performance audits of Ontario International Airport Authority (OIAA) operations and functions. Serves as project manager in the development and implementation of various special projects from conceptual design through implementation. Incumbents in this classification report directly to the Chief Executive Officer.
Important and essential duties may include, but are not limited to the following:
Conducts internal audits and prepares written reports of audit findings.
Conducts audits of systems and procedures to ensure compliance with sound management practices.
Conducts audits to determine compliance with OIAA financial controls.
Collects evidentiary data through interviews, observations and questionnaires.
Identifies weaknesses in financial controls that subject OIAA to a risk of loss of assets or to improper account of transactions.
Ascertains the reliability and quality of accounting and other data developed with the established reporting systems used by OIAA.
Review and evaluate staffing levels and organizational structures and develop methods of allocation in the performance of duties.
Review and examine policies and practices; study and evaluate individual operations to determine economical/efficient utilization of resources.
Prepares draft audit reports to be submitted to the Chief Executive Officer for review and approval.
Implements internal control procedures.
Leads or assists in planning and implementation of special projects, programs and plans.
Serves as project manager in the development and implementation of various special projects from conceptual design through implementation.
Produces analytical studies and plans, including collecting and analyzing information, developing alternative courses of action, cost estimates, project schedules, and recommendations.
Coordinates and/or supervises the activities of personnel involved in the development and implementation of special projects.
Assesses priorities and objectives and makes action recommendations.
Develops the operating budget for program specific special projects.
Conducts complex studies and prepares reports.
Prepares and presents written staff reports and PowerPoint presentations for a variety of audiences including: public workshops and OIAA Commission meetings.
May oversee the work of technical, clerical, temporary or other staff as assigned.
Does related work as assigned.
May occasionally be assigned to other duties for training purposes or to meet technological changes or emergencies.

Ability to prepare, analyze, and evaluate complex financial reports and statements
Ability to maintain confidentiality in handling all documentation and data
Possess the ability to interact effectively and courteously with employees, tenants and the general public in an international aviation environment
Any combination of education, training, and experience that would likely provide the knowledge, skills, and abilities to successfully perform in the position.
Equivalent to a Bachelor’s Degree in Business Administration, Public Administration, Accounting or a closely related field.
Three years of internal auditing experience; experience with a commercial airport is a plus.
Competency in Microsoft applications including Word, Excel and Outlook as well as accounting database and software.
Organizational, verbal and written communication skills a must.
Accuracy and attention to detail and ability to multi-task is required.
