Responsible for assisting the Airport Manager in planning, organizing and directing administration of Westfield-Barnes Airport. Directly responsible for supervising and coordinating subordinate personnel in the operations and maintenance of the municipally owned airport. Assist the Airport Manager with the daily operational and administrative responsibilities.
Reports directly to the Airport Manager. Performs duties requiring a high degree of individual initiative with indirect supervision. Operates the airport within guidelines established by Airport Commission policy, MassDOT law and FAA regulation, utilizing the parameters of good judgment and established business practices.
Supervises all operations and maintenance personnel of Airport Department directly. May supervise assigned intern(s) at times.

Directly responsible for the management of operations and maintenance personnel in conformity with the City policies, requirements, and State law, within authority as granted by Airport Manager.
Assists in the recruiting, interviewing, hiring, orientation, training, and evaluations of airport operations and maintenance employees.
Makes recommendations for approval of employee leave requests, employee disciplinary actions and such other personnel actions as necessary to the Airport Manager for final action. Responsible for submitting appropriate paperwork for personnel in a timely and accurate manner.
Outlines priorities of special projects and schedules work accordingly in coordination with the Airport Manager and Airport Commission.
Ensures airport tenants comply with lease agreements and terms.
Assists in the requisitioning process for the department.
Participates in the annual budget, goals and objectives preparation for the airport.
May be assigned other duties as related to assist in the department function.
Responsible for operations management to ensure airport compliance with federal, state, local, and other regulatory agencies.
Maintains FAA Part 139 Airport Certification Manual and related plans and documents.
Oversees and/or conducts airfield, ramp and facilities daily and annual inspections and takes appropriate follow-up action to ensure the safe and efficient operation of Airport.
Assists in resolving aircraft noise issues with the surrounding communities.
Assists during emergencies, accidents, and unusual incidents.
Oversees snow or severe weather operations.
Assists in determining safety of airfield or airport and recommends need for temporary closures.
Schedules work and assigns job/tasks to airport maintenance personnel consistent with union contracts and relevant city policies.
Assists in the review of plans, specifications, and contracts generated by outside consultants.
Reviews and monitors proposed on-site and surrounding area construction.
Assists in the preparation of plans, specifications, and contract documentation for airport projects.
Other Additional Requirements and Responsibilities:
This position shall act in place of the Airport Manager during their absence and assists as liaison among airport users, tenants, federal, state and local agencies.
Skills and Qualifications:
Knowledge of general business practices, contract preparation and personnel management.
Knowledge of FAA regulations, specifically, a working knowledge of FAR Part 139, and Part 77.
Knowledge of federal, state, and local laws and regulations relating to the operation of an airport facility.
Knowledge of principles and practices of airport management.
Knowledge of maintenance requirements for airport facilities, equipment and grounds.
Ability to supervise and evaluate work of subordinates.
Ability to make decisions and to exercise good judgment in adverse situations.
Ability to prepare and present concise, meaningful, and timely oral and written reports and prepare correspondence in a clear and logical manner.
Ability to deal tactfully, courteously, and effectively with the Airport Commission, airport tenants, users, employees, regulatory agencies, other City Departments, and the general public.
Ability to interpret and use technical sketches and plans.
Skilled in use of personal computers, basic software programs (Microsoft Office) and internet design applications, as well as, basic office machinery – fax, copier, calculator, etc.
Familiarity with use, design, operation and repair of airport facilities and equipment.
Familiarity with environmental protection issues as they relate to airport operations including wildlife, vegetation protection, water resource protection and noise pollution regulations.
Physical, Motor, and Visual Skills: Physical Skills The Airport is a medium-sized general aviation airport encompassing over 1,200 acres in joint use with the Air National Guard. It includes based aircraft, rental hangars, tie-downs and several tenant businesses. There are times were non-standard work hours are required. Most work is generally performed under typical office conditions with frequent tours of the airport, occasional exposure to variable outdoor weather conditions and hazards, particularly in emergency situations. Must work outdoors as needed, regardless of weather.
Visual Skills Visual demands require routinely reading documents for general understanding.

Westfield-Barnes Regional Airport is a public/military airport in Hampden County, Massachusetts, located at the foothills of the Berkshires in Western Massachusetts, is owned/operated by the City of Westfield and is governed by an innovative airport commission dedicated to pursuing the development of the airport and its services to meet the growing needs of business and industry. This airport is a medium-sized general aviation facility encompassing over 1200 acres of land with two runways: Runway 2/20 - 9,000 feet long and Runway 15/33 - 5,000 feet long. There are approximately 150 based aircraft including the 104th MA Air National Guard Fighter Wing and the 226th MA Army National Guard Helicopter Support Facility, Gulfstream Aerospace, one fixed base operator and numerous corporate aviation flight departments.
