Performs supervisory, administrative and professional work in the planning, design, procurement, and contract and grant administration for construction projects at the Northwest Arkansas National Airport. This position requires coordination with professional engineers, architects, contractors, tenants, Airport staff, the board of directors, the FAA, the TSA and other regulatory and permitting agencies having jurisdiction at the Airport. The incumbent in this position will primarily be responsible for the supervision and administration of construction projects and major facility maintenance projects and will oversee preparation of an annual capital plan as well as longer-term capital improvement programs. The incumbent is responsible for leading and overseeing all matters related to facilities planning, managing construction contracts, and overseeing federal and state grant documentation for all construction projects.
KNOWLEDGE- Requires: good written and verbal communication skills; strong project management skills; good supervisory, planning, and managerial skills; extensive knowledge of construction management techniques, materials, practices, systems and software; working knowledge of the principles and practices of civil engineering and architecture; knowledge of or ability to learn FAA rules, regulations, and procedures; understanding of property and facility maintenance; experience managing construction contracts and managing risk.
A minimum of seven years of commercial construction and project management experience is required; a bachelor’s degree in construction management, architecture, engineering, or related field is required.
The employee may not operate an airport vehicle or motorized equipment and must notify the Chief Operating Officer before returning to work: (i) if they are arrested for driving under the influence of alcohol or drugs; or (ii) if the state revokes, suspends or fails to renew your driver’s license. The employee must possess a valid Arkansas driver’s license, and be insurable to operate the Airport’s vehicles and motorized equipment.
SECURITY - Requires the ability to pass a security background check. The Northwest Arkansas National Airport is a drug free workplace. This position is a safety sensitive position as defined in Ark. Const. Amend. 98, § 2(25). Persons employed in this position may not use marijuana at any time or any place.
MENTAL - Requires normal attention with periods of high concentration intermittently to direct and supervise airport personnel.
PHYSICAL - Requires standing approximately 40%, sitting approximately 60%, occasional lifting of paper and files weighing up to 20 lbs. approximately 1% of time.
ENVIRONMENTAL - Requires capability of performing essential job functions in an office environment and some exposure to outdoor environments and all weather conditions.
MANUAL DEXTERITY - Requires using hands, arms and/or feet for operating office equipment such as computers, telephones, photo copiers, etc., lifting paper and files, using a portable radio, driving a vehicle, and operating heavy equipment.
AUDIBLE - Requires ability to verbally communicate with assigned associates and supervisors, assign job duties using verbal communication and communicate via portable radio and telephone.
VISUAL - Requires the ability to read documentation, perform inspections, monitor airport operations and departmental performance, operate office equipment such as computers and facsimile machines, and drive a vehicle.
