Under the general direction of the Director of Operations, the Airport Operations and Security Manager is responsible for management of the Des Moines International Airport certification and safety compliance program, enforcement of tenant leases, airport security program requirements, rules and regulations, and applicable local, state, and federal regulations; coordination and oversight of day-to-day tenant and public airside and landside operations. Work assignments are general in nature, affording the opportunity for the use of considerable independent judgment in the accomplishment of work.

Acceptable Experience, Training and Other Qualifications:
Any combination of training and experience equivalent to a Bachelor degree in airport management, business administration or a related field and a minimum of five (5) years of progressively responsible management experience, including three (3) years supervisory experience at an air carrier (Part 139) airport.
Must obtain TSA accredited Airport Security Coordinator (ASC) certification within six (6) months of hire.
Required Knowledge, Skills and Abilities:
Thorough knowledge of Advisory Circulars, FAR Parts 77, 107, 121, 135 and 139, TSR Parts 1500, 1520, 1540, 1542, and 1544;
Substantial knowledge of Class I commercial airport principles, best practices and operations;
Ability to coordinate airport certification and security program requirements with outside agencies;
Ability to select, train, evaluate and lead the work of others;
Ability to communicate effectively, both orally and in writing, using both technical and non-technical language;
Ability to research, prepare and present accurate and reliable reports containing findings and recommendations;
Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks; and
Ability to develop, administer, and manager information technology systems.
License or Other Requirements
Passing a post-employment physical and drug test;
Possession of a valid State of Iowa Vehicle Operator's License;
Ability to pass a background investigation to obtain unescorted Airport Identification/Access privileges.
Must be available nights, weekends and holidays for snow removal, occasional shift coverage, and other emergencies/contingencies;
Preferred but not required, Pilot’s License with an Instrument Rating.
Essential Job Functions:
Manages all aspects of the Des Moines International Airport certification and safety program, Airport Security Program, as well as day-to-day airside and landside operations:
Effectively applies knowledge of management principles and practices related to airport operations and maintenance;
Ensures compliance with applicable federal certification and safety requirements;
Manages operations staff responsibilities within the airport security program, under TSR Parts 1500, 1520, 1540, and 1542;
Manages and administers departmental information technology systems to include recordkeeping, security, compliance, and life safety;
Prepares, maintains, and administers airport certification and safety compliance procedures, training requirements, and records for Authority and contracted employees;
Coordinates with Airport Authority staff for the implementation of processes and procedures to monitor, inspect, and implement corrective action to ensure compliance with the Airport Certification Manual;
Prepares and maintains the Airport Certification Manual, Airport Emergency Plan, Airport Security Manual, Airport Snow and Ice Control Plan and related documents;
Acts as liaison with Federal Aviation Administration, Transportation Security Administration, ARFF, Law Enforcement, tenants, contractors, users, airlines, airport staff regarding airport operations and security;
Plans, develops, and implements emergency planning procedures, documents, and coordination;
Develops, maintains, and implements departmental procedures, plans, permits, and manuals;
Assist in enforcement of tenant lease requirements and monitors and inspects tenant facilities and operations to ensure compliance with local, state, and federal requirements applicable to airport operations;
Enforces Airport Authority Rules and Regulations;
Coordinates airside and landside operations to ensure the safe and efficient processing of the public during, normal, irregular, and contingency situations;
Prepares, implements, and monitors the departmental operating budget;
Acts on behalf of the Director of Operations in his/her absence; and
Performs other duties of a similar nature or level as required and assigned.
