POSITION TITLE: PUBLIC SAFETY MANAGER
LOCATION: DULUTH INTERNATIONAL AIRPORT/SKY HARBOR AIRPORT
SALARY & BENEFITS: $51,789 – $73,190 plus competitive benefits package.
Under guidance of the Director of Operations, the Public Safety Manager will lead and manage all facets of Security, Emergency Management, and Information Technology (IT) on behalf of the Duluth Airport Authority (DAA). The position will be directly responsible for compliance with 49 CFR TSR 1540 and 1542, maintaining and upholding the Airport Security Program (ASP), as well as oversight of the Airport LEO contract, and the Airport Badging Office. The Public Safety Manager will lead the DAA’s Emergency Management division including all responsibilities of the Emergency Operations Center (EOC), Incident Command Structure (ICS), and the various communication, collaboration, training, and notification surrounding it. Lastly, the position in support from the DAA IT contractor, will maintain all IT infrastructure at the Duluth International Airport.
Acts as the Airport Security Coordinator (ASC).
Cooperates with Transportation Security Administration (TSA) to implement and maintain the ASP.
Coordinates and facilitates annual TSA inspection, key and badging audits.
Maintains the Airport Badging System.
Reviews and implements relevant TSA Security Directives (SDs) and, if necessary, revises the ASP accordingly.
Coordinates with the Airport LEO’s, airport tenants/staff, and external stakeholders to provide collective input and feedback with regard to security policy, facility procedures, and future airport security initiatives/technologies.
Participates in airport construction planning sessions and special event planning to provide security information and advice.
Participates in security threat, vulnerability, and risk assessments of the airport and leads or assists in the development and implementation of remediation measures.
Serve as the DAA Emergency Operations Center (EOC) Manager.
Ensure proper documentation, training, and communication surrounding the DAA ICS structure.
Plan, develop, and communicate the Airport Emergency Plan (AEP) at both the Duluth International Airport (DLH) and Sky Harbor Airport (DYT).
Supports the relationship between the DAA and the public by demonstrating courteous and cooperative behavior when interacting with mutual aid partners, tenants, citizens, visitors, and Authority staff; maintains confidentiality of work-related issues and Authority information.
This position involves: planning, training, staff scheduling, coordinating and organizing preparedness for emergency responses to include but not limited to; Emergency response to aircraft incidents, medical emergencies, ARFF/fire suppression along with many other emergency responses outlined in the AEP.
Responsible for the annual training/tabletop requirements as outlined by the AEP and 14 CFR Part 139.
Short- and long-term management of IT contracts.
With assistance from external IT contractor: plan, develop, and maintain all facets of IT infrastructure at the Duluth International Airport.
Execute and ensure continued effectiveness of DAA IT Capital Plan.
Acts as the DAA Safety Manager.
Duties may include special snow assignments and/or will involve occasional weekend and evening work.
Ability to respond to the airport in emergency situations.
All other duties as assigned.
RELATIONSHIPS AND CONTACTS:
Reports directly to the Director of Operations.
Has overall supervisory responsibility for DAA Security and IT contracts.
Any other employees as assigned.
Daily frequent contact with the Director of Operations.
Frequent contact with other Managers and DAA administrative and maintenance staff.
EXTERNAL AND BUSINESS RELATIONSHIPS
Frequent contact with local, state, and federal mutual aid partners; ARFF, Fire Department, Law Enforcement Agencies, County Emergency Management, etc.
Frequent contact with governmental agencies, civic organizations, local city, and township officials.
Frequent contact with airport tenants and business.
Frequent contact with contractors, business agents, architects, and skilled trades.
Occasional contact with media, public officials, and public.
EDUCATION AND EXPERIENCE:
Bachelor’s Degree preferred; AND three years of progressively responsible experience in aviation, security/law enforcement, emergency management, and/or information technology; OR an equivalent combination of education, training, and experience.
General understanding of various local, regional, and federal laws, orders, rules, and regulations (14 CFR Part 139, 49 CFR TSR 1540/1542, NIMS/ICS).
Demonstrable communication, public speaking, and writing skills.
Demonstrable use of computer-based programs such as Word, Excel, PowerPoint, etc.
Must pass background checks, drug test and be capable of meeting and maintaining FAA security requirements for unescorted access in the Security Identification Display Area (SIDA).
ICS Certifications (ICS 100, 200, NIMS 300, 700, 800) preferred or within six months from date of hire.
Must possess a valid Driver’s License and acceptable Motor Vehicle Record.
