Salary Details:

The Santa Barbara Airport is seeking a dynamic, motivated and proactive individual who will lead the Properties Division in providing exceptional service to our tenants. The Airport Properties Manager manages all commercial, industrial, and aviation agreements; marketing and public relations, and air service development.
The Airport Properties Manager is one of five manager positions at the airport.

This position:
- Ensures Airport commercial and industrial properties are well maintained, leases are kept current and rates are adjusted regularly to meet market conditions while minimizing vacancies.
- Leads air service development efforts, in conjunction with the Airport Director, which includes initiatives to align the Airport with community stakeholders, while building solid business case(s) to maintain and grow passenger service;
- Works in coordination with key entities (Chambers of Commerce in Santa Barbara, Goleta, Carpinteria, Ventura; Visit Santa Barbara, etc.) to ensure development efforts support the communities air service needs;
- Leads and direct marketing plans and strategies for promoting air service, industrial development, including promotional materials, airline statistical information and public presentations; develop strategic partnerships with key tourism partners; develop and implement short and long-term strategies to maximize non-aviation revenues and increase customer satisfaction in accordance with the Airport’s strategic business plan;
- Leads strategic planning and implementation of business initiatives for commercial land development, concessions and rental car activities, parking operations and redevelopment of existing facilities; direct the negotiation of agreements with airline customers encompassing the terms and conditions of their activity at the Airport, including rates and charges;
- Develops airline incentive programs to stimulate passenger growth; direct and manages development and delivery of Department budget, performance objectives, as well as development and oversight of applicable capital improvement plans (City and FAA/State) to ensure Airport property assets are developed, preserved, and maintained to ensure maximum desired efficiency;
- Supervises the areas of Property Management and Marketing, and prepare and present reports to Airport Commission and City Council relating to areas of responsibility.

- Assists the Director in day-to-day Airport operations.
- Manages business development strategy, including air service operations, as well as negotiating strategies for new and critical revenue generating areas.
- Develops and implements short and long-term strategies to maximize non-aviation revenues and increase customer satisfaction in accordance with the Airport's strategic business plan.
- Supports air service development efforts, in conjunction with the Airport Director, which includes initiatives to align the Airport with community stakeholders, while building solid business case(s) to maintain and grow passenger service.
- Leads strategic planning and implementation of business initiatives for commercial land development, concessions and rental car activities, parking operations and redevelopment of existing facilities.
- Leads and directs marketing plans and strategies for promoting air service, industrial development, which includes compiling promotional materials, airline statistical information and public presentations.
- Develops strategic partnerships with key tourism partners.
- Develops airline incentive programs to stimulate passenger growth.
- Prepares the Properties Division annual budget which is aligned to fiscal performance objectives and present suggestions for maximizing revenues.
- Negotiates Airport leases, licenses and agreements; evaluates suitability of businesses for location on Airport property; prepares recommendations for Director's review; develops and processes contracts and monitors compliance with airport lease terms.
- Evaluates requests for property improvements, reviews possible restrictions on future use and integration with Airport Master Plan, and prepares recommendations for Director and City Council review.
- Prepares and solicits prospectus and processes bid specifications on properties and concessionaires; evaluates proposals; and prepares recommendations for Director and City Council review.
- Directs the negotiation of agreements with airline customers encompassing the terms and conditions of their activity at the Airport, including rates and charges.
- Prepares and presents reports to Airport Commission and City Council.
- Ensures Departmental compliance with City, State, Federal, procurement, Human Resources and Financial procedures and policy.
Education/Training/Experience:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.
A typical way to obtain the knowledge and abilities would be:
Experience:
Six or more years of progressively responsible experience, including three or more years in a managerial capacity involving property management, finance, marketing, or business administration is preferred.
Experience related to, airport administration, capital improvements, and/or utility operations is desirable.
Licenses, Certificates; Special Requirements:
A valid Class C California driver's license and the ability to maintain insurability under the City's Vehicle Insurance Policy. Accredited Airport Executive (AAE) accreditation from the Association of Airport Executives is highly desirable.
A Bachelor's degree in Business Administration, Public Administration, Aviation Management or related field is required. A Master's Degree in Public Administration, or coursework, training, and certification in aviation administration, or designation as an Accredited Airport Executive is desirable.
This position may need to work extended hours or be on call to respond to Airport emergencies or special events.
Must obtain Santa Barbara Airport AOA driving authorization allowing operation of vehicles and equipment on the active airfield within 6 months of appointment.
Must qualify for and maintain personnel identification media authorizing access to all restricted areas of the Airport.
