SUMMARY:
Under the direction and guidance of the Chief Administrative Officer, the Properties & Contracts Manager is responsible for supporting the goals, objectives, and efforts of the properties department, which handles revenue producing contracts, leases, permits, licenses, and other agreements for the Charlotte County Airport Authority (Airport Authority). This position is responsible for assisting in the negotiation, formation and administration of leases, permits, licenses, concession agreements and other contracts, including coordination of various projects with tenants, permittees, and Airport Authority staff. The Properties & Contracts Manager will also assist in the development, drafting and administration of revenue generating solicitations and requests for proposals intended to provide the traveling public with a variety of goods and services and to create potential opportunities for new businesses. The position requires an understanding of basic business principles, strong organizational skills, effective communication, and projection of a professional image of the Airport Authority. Requires the ability to manage and coordinate a multitude of projects simultaneously with Airport Authority staff and various entities at the airport.
DUTIES AND RESPONSIBILITIES:
Maintains tenant relations, serving as a liaison to existing and prospective tenants; assists with the negotiations and interpretations of leases, permits and other agreements.
Administers and manages routine leases and permits without extensive supervision; and coordinates extensively to avoid, minimize, and resolve a variety of issues with the public, current and prospective business partners, and other Airport Authority departments. Handles routine leasing and permitting with businesses (e.g., airlines, ground transportation providers, concessionaires, airport rental cars) desiring to operate, utilize land, space, or facilities on airport property. This will include coordination with prospective (and existing) tenants and permittees as to their type of business activities, desired start date, desired space, and confirmation of their business entity’s legal name.
Coordinates with the Airport Authority’s finance department on security deposits.
Manages documents through the negotiation and signature phase.
Prepares and revises contract documents (including both new leases and licenses, and amendments thereto); initiates CPI and Fair Market Value (FMV) adjustments at lease milestones.
Maintains inventory of available and leased land and space, including data on square footage and rental rates.
Manages pre-lease needs of incoming tenants as well as assisting with the determination of facility locations to accommodate prospective tenants; facilitates coordination between incoming tenants and other departments regarding keys, phone and data lines, utilities, security badging, parking, tenant improvements, etc. Manages tenant move-in and move-out procedures, inspecting condition of premises before move-in and after move-out.
Coordinates with other airport staff or consultants as needed to develop and/or assist with requests for proposals (RFP) and bids (RFB) for concessions and other airport opportunities; Develops lists of potential proposers or bidders.
Assists with ongoing administration of leases and permit agreements. Handles frequent inquiries from the public, including existing/prospective tenants, permittees, brokers, developers, appraisers.
Manages compliance by existing tenants and permittees with their contractual requirements; responds to reported lease violations and other non-compliance issues; coordinates with tenants/permittees to resolve problems.
Conducts research related to various airport properties issues through networking, organizational contacts, surveys, and other methods.
Works with new and existing tenants with a variety of lease requests and coordinates projects with other departments within the Airport Authority.

MINIMUM JOB REQUIREMENTS:
Bachelor’s Degree in business administration, business management, economics, or related field; at least 3 years of experience in aviation or commercial real estate is preferred; or an equivalent combination of education and experience may be considered.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Ability to coordinate a multitude of projects while paying close attention to detail.
Must have excellent oral and written communication skills, and be able to effectively coordinate with subordinates, peers, management, and tenants in a professional manner.
Must have at least basic skills with internet research and software programs such as Microsoft Word, Excel, PowerPoint, WordPerfect, and Adobe Acrobat. Possess the ability to learn how to access and utilize other programs as needed.
Ability to establish and maintain effective working relationships with internal staff, professional consulting firms, county officials, existing/prospective tenants, and the general public.
Able to problem solve independently and to seek
Familiarity with industry terminology is desired.

About Punta Gorda Airport, Charlotte County Airport Authority
The Charlotte County Airport Authority (CCAA), governed by five elected commissioners, owns and operates the Punta Gorda Airport (PGD), located off I-75 between exits 161 and 164. PGD provides quick and easy access to Southwest Florida, and is home to commercial air service, air charters, medical transport services, aircraft maintenance and avionics repair, as well as flight schools, distributers, and manufacturers. CCAA is a nontaxing entity and operates as an enterprise fund, totally supported by revenue generated from its operations including rental car concession, parking, fuel sales, and hangar, building and land leases on its 2,000-acre property. The CCAA is an independent special district pursuant to chapter 189, Florida Statutes, and operates in accordance with FAA requirements and guidelines.
