This is professional work managing complex airport building projects beginning with planning and design, then through the procurement phase, and finishing with construction administration, with an architecture or building sciences background, for Charlotte Douglas International Airport. Work involves managing architectural and engineering consultants in connection with aviation planning, architectural planning, concept design, final design, and construction of airport facilities, projects, and programs. Work involves the management of planning studies, concept designs, schematic designs, construction document plans and specifications, technical reports, and applications. Work must meet legal obligations and is received on the basis of general and special assignments. Performance is reviewed by discussions, reports, and results. Work requires public contact and the exercise of independent judgment and initiative within established rules and procedures.
ESSENTIAL DUTIES & RESPONSIBILITIES
Manages and implements the architectural planning, programming, concept design, and final design phases of complex airport projects. Assists the Senior Airport Architect with stakeholder outreach and liaison activities: attends stakeholder meetings and participates in presentations to various groups; solicits input and feedback and responds to inquiries. Supervises and provides technical advice, information, and assistance to co-workers, consultants, contractors, and others regarding procedures, regulations, and standards. Organizes, prioritizes, and coordinates work activities; monitors status of work in progress and inspects completed work to ensure compliance with contracts. Prepares planning and technical reports for projects including feasibility, preliminary designs, cost estimates, and recommendations. Participates in the selection of and coordinates with architectural and building engineering firms in the design of airport-related projects. Performs project management duties for design phase activities. Manages the administrative aspects: Negotiates and monitors budget and expenditures; updates schedules and monitors the progress of a project in meeting established schedule, performance, and quality measurements; processes purchase order requisitions, work orders, and invoices; reviews progress reports; schedules inspections to ensure compliance with all regulatory requirements; and facilitates adherence to all reporting and documentation requirements. Participates in the process for bidding and contracting of services of various project components; participates in the preparation of RFQs and bid packages; conducts pre-bid and pre-construction meetings; assists with issuance of addendum to clarify questionable issues; participates in negotiations of the scope of service and fees for professional services agreements; and makes recommendations regarding selection of vendors and awarding of contracts. Manages projects during design and/or construction phases; attends progress meetings; works with consultants, contractors, and work crews to resolve problems and initiate solutions. Assists with field decisions and prepares or approves change orders; monitors schedule inspects quality of work and materials; coordinates final inspections and facilitates project acceptance. Prepares routine and special reports, including analyses and recommendations. Maintains records and files. Files compliance statements and reports with appropriate governing agencies. Prepares, receives, and/or reviews construction plans, designs, and specifications pertaining to projects: performs or requests the consultant to provide modeling, planning, and architectural studies in support of project analysis and design; reviews and verifies design calculations and analysis submitted by consultants; and makes recommendations concerning improvements, modifications, design strategies, structural systems, or other aspects of project development. Performs related duties as required.
SUPERVISORY RESPONSIBILITIES
Management/supervision of the program section which includes Design Managers and Design Coordinators.
MINIMUM QUALIFICATIONS
Bachelor's level degree in Engineering plus five years of experience
Master's level degree plus three years of experience
Required Education and Experience
Bachelor’s degree with seven years of relevant experience, with coursework in architecture, building sciences, or a related field. Or a Master’s degree with five years of relevant experience. Experience must include planning or design, preferably in airport/terminal design. Thorough design, technical, and/or planning experience in architecture or related design fields is required. Airport experience desirable. Prior supervisory experience is desirable.
Required Licenses or Certifications
Licensure as a Professional Architect or in a related design field is preferred.

Schedule subject to irregular hours, change, and emergency calls back to work.
Valid driver’s license with no more than 6 points with the ability to obtain and maintain a city driving permit.
