As the Facilities Asset Management Program Manager, you will optimally and sustainably manage the Airports Authority’s infrastructure assets.
Serves in the Planning Department of the Office of Engineering at Washington Dulles International Airport (IAD).
Implements and manages the Airports Authority's facility asset management program in a manner consistent with the Enterprise Asset Management Policy. Manages and optimizes infrastructure investments including acquisition, operations, preventative/ predictive maintenance, rehabilitation, replacement, and disposal to achieve acceptable levels of service.
Prepares benefit cost analysis(s) on recommended facility improvements.
Serves as technical expert and advisor with regard to enterprise asset management for facilities such as terminals, concourses, hangars, roads, parking structures, support facilities, office buildings, and other facilities.
Manages and optimizes infrastructure investments including acquisition, operations, preventative/predictive maintenance, rehabilitation, replacement, and disposal to achieve acceptable levels of service.
Seven years of progressively responsible experience with large facility portfolio asset management anda bachelor’s degree in Property Management, Supply Management, Business Administration, Engineering, or related field. An equivalent combination of education and experience may be considered.
Knowledge of the principles, practices, and procedures of asset management programs and ability to manage and coordinate the development of asset management plans to include long range maintenance and recapitalization.
Knowledge of and skill in project management techniques including strategic planning and identifying and implementing solutions for assigned initiatives.
Ability to evaluate asset conditions (e.g., physical, financial, and environmental conditions) and recommend long-term strategies for capital investment, use and improvement.
Skill in using computer and office suite software, with emphasis on specialized software for facility asset management.
Ability to make detailed analyses of data and information and make recommendations.
Ability to speak and write effectively, with emphasis on communicating technical issues to nontechnical audiences.
PREFERRED QUALIFICATIONS
Experience managing assets in an integrated business management system, such as Workday, Maximo, and BUILDER.
The Metropolitan Washington Airports Authority operates a two-airport system that provides domestic and international air service for the mid-Atlantic region. The organization consists of more than 1,750 employees in a structure that includes central administration, airports management and operations, and police and fire departments.
The Airports Authority is not taxpayer-funded but is self-supporting, using aircraft landing fees, rents and revenues from concessions to fund operating expenses at both Airports. The Dulles Development Program is funded by bonds issued by the Authority, Federal and State Airport Improvement Program funds, and Passenger Facility Charges.
The Airports Authority is also responsible for the operation and maintenance of the Dulles Toll Road, and the construction and funding of the Dulles Corridor Metrorail Project. All revenues collected from the Dulles Toll Road are used to maintain the road, make improvements to the Dulles Corridor and help fund the Dulles Rail project. No Dulles Toll Road revenues are used to fund activities at either Reagan National or Dulles International.
Dulles Rail is a 23-mile extension of the Metrorail system to Dulles... International Airport and beyond to Loudoun County. Construction is underway on Phase 1 of the project from the existing East Falls Church Metro station to Wiehle Avenue in Reston with four stops in the Tysons Corner area. Phase 2 will continue the line along the median of the Dulles Access Road through Reston and Herndon to the Main Terminal at Dulles International, and finally, to Route 772 in Loudoun County.
