Overview
The Purchasing Supervisor oversees, guides, and supervises the Buyers performing purchasing and procurement activities for the City and its departments. Oversees bidding, contract development, vendor disputes, and payments.
DEPARTMENTAL NOTE:
The Capital Infrastructure and Development (I&D) Division handles multiple high-dollar, complicated procurements for capital projects across the Dallas Airport System. The Capital Procurement Supervisor (Supervisor – Procurement) would serve as an advanced lead for all capital procurements. This position will require an advanced knowledge of contract, agenda, and procurement management, and will serve as back-up support for all functions within the capital procurement team.
Essential Functions
1 Supervises and oversees the review, evaluations, and management of bids, specifications, and award recommendations for all procurement or purchasing requiring City Council approval to ensure applicable laws and procedures are followed and quality purchases are made by the City and its departments.
2 Supervises, directs, and guides to staff to maintain productivity; reviews and monitors all purchasing contracts for completeness and compliance with Federal, State and City code and regulations.
3 Develops and approves schedules, priorities, and standards for achieving goals; recommends or adjusts work priorities, project schedules, resources, and work plans as required; inspects work for quality, evaluates work performance, and recommends awards for employees; gives advice, counsel, instruction, and identifies routine training needs for employees.
4 Researches and investigates procurement issues and prepares responses to the City Manager’s Office, City Council, City Attorney, and City Auditor’s Office; responds to vendor protests and assists executive staff in resolving issues regarding bids, proposals, specifications, high-tech procurement, exempt and emergency purchases, and other large scale purchases.
5 Supervises the development and implementation of software utilized by the Office of Procurement Services; reviews processes and procedures to ensure seamless integration with software and efficiencies; participates in the development and implementation of new and updated processes and procedures for operational efficiency.
6 Provides procurement support in the issuance of notices, reconciliation of complex problems, and vendor protests; provides high level support for challenging or difficult situations.
7 Performs any and all other work as needed or assigned.

MINIMUM QUALIFICATIONS:
EDUCATION:
Bachelor's degree in business, public administration, finance, or related field.
EXPERIENCE:
Four (4) years of progressively responsible experience in applying principles and practices of governmental purchasing as well as federal, state, and local government procurement laws and practices.
AND
One (1) year of leadwork/supervisory experience.
EQUIVALENCIES:
High school diploma or GED plus eight (8) years of the required experience, including one (1) year of leadwork/supervisory responsibilities, will meet the education and experience requirements.
Associate degree in any field plus six (6) years of the required experience including one (1) year of leadwork/supervisory responsibilities will meet the education and experience requirements.
Bachelor's degree (or higher) in a non-specified field plus six (6) years of the required experience, including one (1) year of leadwork/supervisory responsibilities, will meet the education and experience requirements
Master's degree (or higher) in a specified field plus two (2) years of the required experience, including one (1) year of leadwork/supervisory responsibilities, will meet the education and experience requirements
LICENSE:
Valid driver's license and good driving record.
OTHER REQUIREMENTS:
Must pass Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) background investigations.
