Under general supervision and reporting to the City Manager, this position oversees all airport operations, construction, and maintenance in compliance with local, state, and federal regulations. Responsibilities include developing and implementing airport policies, coordinating short- and long-term planning, and managing the Airport Capital Improvement Plan (ACIP). The role supervises staff, inspects city-owned facilities, ensures safety and maintenance, and manages Spalsbury Aviation (FBO). It involves preparing budgets, overseeing expenditures, coordinating grants, and ensuring construction aligns with FAA standards. The position also negotiates and monitors leases, engages with tenants and government agencies, and represents the airport in civic and public forums. Additional duties include organizing the annual Airshow, enhancing revenue opportunities, and responding to emergencies. The role requires technical expertise, report preparation, and the use of relevant software to support operations and strategic development.
MINIMUM QUALIFICATIONS:
Education, Experience, Certifications and Licenses:
High School diploma or equivalent GED certificate, or equivalent experience.
Bachelor’s degree from an accredited college or university with a major in airport management, aviation science, or a related field, preferred.
Five (5) years’ experience in airport operations; or any combination of education and experience that sufficiently demonstrates the ability to successfully perform the duties of the position.
Certified Member (C.M.) with the American Association of Airport Executives, preferred.
Valid Arizona Driver’s License.
Membership in the American Association of Airport Executives, preferred.

Nestled in the central part of Southeastern Arizona’s Gila Valley, the City of Safford is a thriving rural Arizona City. With a population of just over ten thousand, it is the largest municipality in Graham County. Incorporated as a town in 1901 and becoming a city in 1955, Safford has become the major hub for Southeastern Arizona. The City of Safford as an organization has multiple different departments and over 230 staff members including full time employees, seasonal employees, volunteer firefighters and councilmembers to staff all the different positions at the City. The City also provides all utilities for its residents and other residents in surrounding areas. In addition to the major utilities of gas, water, electric, sewer, and sanitation, the City has a landfill and airport that service the county.
