Under the general direction of the Vice President of Real Estate, the Director of Commercial Real Estate is responsible for the management and development of Real Estate for the Authority. The Director of Commercial Real Estate implements the Authority’s real estate development strategy, provides advice regarding all real estate activities within the airport system, conducts negotiations, and monitors other potential areas that might present risk for each transaction and/or venture. This role develops, implements, and manages a robust real estate program in alignment with current market opportunities, the Authority's Master Plans, and will strive to creatively maximize the use of available Authority land at Tampa International and General Aviation Airports. This role also provides the technical expertise in compliance with FAA, State of Florida, County, and City standards. Position open until filled. ESSENTIAL FUNCTIONS
Responsible for the overall success of the Commercial Real Estate Development Department for the Authority, including aeronautical, commercial, and industrial projects, and represents the organization, both internally and externally, by supporting the strategic direction and priorities, objectives, vision, mission and values of the Authority.
Directs, and as required, conducts solicitations, negotiations and preparation of favorable lease agreements and contracts. Assists in the strategy, development and preparation for the conduct of negotiations as well as assisting in formulating policies which are applicable to this role.
Identifies and builds strategic networks, community relationships and partnerships that could fit the Authority’s real estate development strategy.
Independently develop and analyze highly detailed pro formas, internal rate of return analyses, what if scenarios, and other financial analysis tools for identifying and evaluating development opportunities
Prepare term sheets, structure and negotiate leases, ground leases, public-private partnerships, or other development agreements
Ensure end-to-end project delivery including budgeting, procurement, contractor/vendor oversight, schedule adherence and project close out.
Represents the Commercial Real Estate units interests at the Authority’s Capital Development Committee Meetings
Provides direction and mitigation strategies regarding real estate ventures and negotiations, while ensuring legal compliance with Federal, State, and local regulations.
Manages the real estate budget by facilitating realistic forecasting, maintaining effective budgetary controls, constructing contingency plans to stay within budgetary constraints, reducing expenses and/or developing revenue generating opportunities.
Accountable for the well-being and support of their direct reports, providing individual training for their job responsibilities and offering mentorship.
Evaluates the work performance of direct reports; engages in transparent performance check-ins and appraisals and takes necessary corrective action or disciplinary measures when required.
Ensures that direct reports comply with Authority standards regarding personal appearance, fostering a professional work environment.
Oversees the maintenance and accountability of all direct reports' equipment, ensuring adherence to established guidelines and promoting operational efficiency.
Regular and reliable in-person attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS
· In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
· Complies with all HCAA Policies, Procedures, and Standards.
· Bachelor's Degree in Public or Business Administration, or related field.
· Eight (8) years experience in real estate development.
· Four (4) years supervisory experience.
· Or an equivalent combination of education, training, and experience.
· Licensed Real Estate Agent to be obtained within one (1) year of hire.
Accreditation as a Certified Member (CM) by the American Association of Airport Executives (AAAE) within one (1) year of hire.
· Must possess a valid Florida Driver License.
PREFERRED QUALIFICATIONS
· Master's Degree in Public or Business Administration, or related field.
KNOWLEDGE, SKILLS, AND ABILITIES
· Knowledge of FAA regulations related to the development and leasing of airport property.
· Knowledge of commercial real estate and leasing contracts.
· Ability to communicate effectively orally and in writing.
· Ability to establish and maintain effective working relationships with others within and outside the Authority.
· Ability to handle restricted, sensitive, and confidential information.
· Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.
