Job Summary: This position is directly responsible for generating the required documentation to begin the Federal and State Entitlement and Discretionary grant processes and managing each grant and funding source throughout the life of the project. This position will also be responsible for managing the local funding sources associated with Authority’s Capital Improvement Plan (CIP).
Shift Schedule: 8:30AM - 5:00PM, Monday - Friday and as job requires.
Starting Rate: $33.1399 PER HOUR / $68,931.00 ANNUAL
ESSENTIAL JOB FUNCTIONS: The following duties are typical for this position. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Administer Federal Aviation Administration (FAA) Grants: Calculate, prepare and transmit draw down reports and requests once an invoice for professional services, construction progress. payments, or administrative costs are received by the Authority.
Ensure that grant drawdowns are completed in a timely manner.
Prepare FAA Annual Grant Reports.
Prepare FAA Final Outlay Report and Reimbursement: Once a grant is 100% billed and 100% paid, all invoices are cross checked against the drawn down amounts to make sure they are correct and match the summary of total dollars spent against the grant and have only been used for eligible expenses.
For Virginia Department of Aviation (DOAV) State Entitlement Funds and Discretionary Grants: Track all project expenses and prepare transfer and reimbursement requests for the state funded portion of the FAA Grants or for the State share of DOAV funded projects.
Prepare documentation and drawdown funds for other sources which may be associated with ongoing CIP projects to include but not limited to the utilization of Passenger Facility Charges and Other Transaction Agreements with the Transportation Security Administration.
Maintain grant drawdown tracking information in a comprehensive Airport Grant Tracking Spreadsheet on a monthly basis.
Responsible for reviewing all invoices associated with the Authority’s CIP projects to ensure each invoice is charged to the appropriate funding certificate and that only eligible expenses have been charged to FAA and DOAV funding sources.
Each year prepare the following documents for submittal to the FAA and DOAV:
FAA 5 Year Airport CIP
DOAV 6 Year Airport CIP
DOAV Entitlement Utilization Plan
DOAV Entitlement Utilization Report and Fiscal Year Closeout
Update the above documents throughout the fiscal year as needed
Responsible for opening and closing Capital Expenditure Funding Certificates for each project as needed to reflect the status of the project’s inclusion in an approved Fiscal Year Budget and the various funding sources and amounts approved for use.
Ensure compliance with Federal and State grant assurances and regulations.
Coordinate with Authority staff as necessary to ensure understanding and compliance of applicable assurances and regulations related to projects using Federal and State funding sources.
Performs all other duties as assigned and directed.
Adhere to all Authority personnel policies and departmental guidelines.
KNOWLEDGE, SKILLS, AND ABILITIES: The following generally describes the knowledge, skills and abilities required to enter the job and/or be learned within a short period of time to successfully perform the assigned duties.
Knowledge of: Principles and practices of airport management, public administration, governance and public policy. Principles and practices of budgeting and administrative management associated with grants. Familiarity with federal, state and local funding process and programs; contracts, forms, terminology and procedures used in grants/contract administration.
Skill in: Organization, oral, listening and written communications, proof-reading and critical thinking. Using initiative and independent judgment within general policy guidelines to develop and execute goals and objectives. Setting priorities, coordinating multiple activities and meeting critical deadlines. Using tact, discretion and prudence in dealing with those contacted in the course of the work.
Familiarity with FAA Delphi payment system, preferred.
Familiarity with federal contracting provisions, preferred.
Advanced knowledge of relevant computer software to include Microsoft 365.
EDUCATION/TRAINING:
Bachelor’s degree from an accredited college or university with major coursework in business, accounting or a closely related field.
Two years of the appropriate type and level of experience will serve as an equivalency to one year of education. In lieu of a Bachelor's Degree, eight years of relevant experience can be substituted.
EXPERIENCE:
Minimum four (4) years of progressive experience in accounting or a closely related field.
Previous experience managing FAA grants at commercial service airports is preferred.
SPECIAL REQUIREMENTS:
Possess a valid driver’s license and must meet NAA driving record requirements.
Ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge as may be required by assigned job duties and responsibilities.
EQUIPMENT OPERATION: Motor vehicles, computer, standard office equipment, two-way radio.
