The Director of Finance and Administration directs all accounting, treasury, fiscal management, debt, financial planning, procurement, human resources and administrative functions of the Airport.
This position is the top financial executive and serves as an advisor to the CEO, Leadership Team and Board of Directors. Strategic thinking and collaboration are required.
Heads the annual budget development, plays a key role in the development of the Airport’s capital programs and is responsible for the related construction accounting and budgeting.
Monitors fiscal activities and insures compliance with applicable federal, state and local regulations, coordinates fiscal services with banks/financial agencies, and develops required accounting and procedures. Coordinates annual audit with external auditors.
Oversees monthly accounting to include A/R, A/P, payroll and purchasing functions. Presents financial reports at the monthly Airport Board meetings.
Oversees lease/property administration, airport insurance program and fiscal administration of federal and state grant programs, including DBE/ACDBE and related reporting.
Bachelor’s degree in accounting, finance or business administration; ten years of progressively responsible professional experience with a minimum of five years of supervisory experience in governmental or commercial accounting or finance, or an equivalent combination of education, training and experience to exhibit skillset necessary to succeed in the position. Thorough knowledge of accounting, financial and personnel management principles, practices and techniques to include knowledge of GAAP and GASB. Must possess strong interpersonal skills and the ability to interface with and effectively communicate with Airport staff, users, tenants, consultants, governmental entities and the general public. Must be able to communicate effectively in both oral and written form.
Certified Public Accountant is highly desired as is experience in a commercial airport setting. Accreditation by the American Association of Airport Executives is a plus. Must possess a valid Florida driver’s license with driving privileges, or have the ability to obtain within 30 days of employment.
Must pass pre-employment drug testing as well as periodic testing in accordance with airport policy; must pass a 10-year, fingerprint-based, criminal history records check as required by the Transportation Security Administration.
About Northwest Florida Beaches International Airport (ECP)
The Northwest Florida Beaches International Airport (ECP) is owned and operated by the Panama City-Bay County Airport & Industrial District and is location in Panama City, Florida. It is a political subdivision of the state and is an independent special district pursuant to the constitution and laws of Florida. The District is governed by a seven-member Board of Directors who are appointed to four-year terms. The Airport is located approximately 15 miles north Panama City Beach, home of the "World's Most Beautiful Beaches."
The Airport is situated on approximately 4,000 acres located in Bay County, Florida and is classified as a small hub airport by the FAA. Phase One of development of the Airport property includes approximately 1,200 acres. The Airport has one concrete/grooved runway, Runway 16/34. It measures 10,000 feet in length and is used by both commercial, military, and general aviation aircraft. ECP was the first commercial international airport designed and built after September 11, 2001. The terminal building measures approximately 139,000 square feet and houses seven gates. Currently, ECP is in the construction phase of an expansion of the terminal which includes... additional gates and holdrooms to accommodate the growth the Airport has experienced since the COVID-19 pandemic.
